Code 11 contravention Barking and Dagenham

Hi, I received a PCN in barking town centre yesterday. Blue badge and clock was clearly displayed. We parked in a pay and display bay as all Disable Bays were being used. I checked the pcn and it says Contravention Code 11. When i went back to check at the board, it said right in the middle "Blue badge Valid in disabled bays only". Any help would be greatly appreciated.
