Parking charge notice

I have just watched a tv programme on parking tickets and was suprised to hear that a pcn if it issued by a private company is regarded in law as an invoice and as such the claimant has to prove that he has suffered loss as a result of the 'offenders' actions. is this the case?

Hello. I recently got a Parking Charge Notice of £100 from a company called Civil Enforcement Ltd. and I was just wondering if it is allowed. Long story short I dropped my brother at the Ibis hotel in luton at 17:55:27 to check in and we left at 18:16:49. I called Ibis and they said there is a 15 minute time limit in car park for non registered cars. I nor my brother didn't see any signs at the time as it was dark. So basically for the sake of 6 minutes and 22 seconds these guy's are charging me £100 or £60 if I pay in 14 days. I was just wondering where I stand?

I am so confused...I have received a parking charge notice from Civil Enforcement advising that I need to pay £60 now or £100 later. Can I throw it in the bin or will I get threatening letters and a bad credit rating. Is it a battle not worth losing £60 over. Don't know what to do as don't like just ignoring and hoping it will go away.
