I received a parking ticket earlier this year on a public road in Birmingham in a Restricted Zone (No Loading).
I forgot to pay the fine (I had quite a lot going on in this period) and a month or so later went on operations abroad with the army. Earlier this month I returned to the UK and have found that the council have been writing to me, and I'm now getting letters from JBW debt collectors saying they're going to do various things (enter my house, seize my car etc).
The latest correspondence is a note through my door saying they arrived with the intention of seizing goods to be sold at auction but I wasn't in. The current amount they're asking for is ~£430.
I want to know where I stand and if I have any chance of getting it reduced to the £130 I owe the council for the offence. Also I'd like to know what JBW's rights are to my property and what right they have to add fees to the amount owed.
