Dispute of council tax liabilty.

Looking for some help regarding council tax please.

I rented a shop on a tenancy agreement for a couple of years, I left in July 2012. I received a council tax bill this year for the property which I disputed as I am no longer there, The council have now billed me for the period that the property was empty as the property owners have said that I had signed a 20 year lease making me liable! this is completely untrue, and I have been disputing this with the council since April, I have asked to see a copy of this supposed lease since April and the council are still yet to provide me with it regardless of 4 court summons, 1 of which I attended to state my case to the judge and the council officer halted the case with the promise of sorting it out so I never got to speak to the judge. I have appealed and again they have just found me liable after again telling me they have a copy of the lease which again I have requested to see, this is just a quick outline of the case but my main question is I will be taking this to the independent appeals, and I have again also requested the lease under foi. If this would I be better off paying them the amount to bring this matter to a head and then trying to reclaim my money through the small claims myself? this has been going on since April and they have denied me my rights on more than one occasion its just really long winded to go through on here. any advice would be much appreciated especially as if any lease is provided it will be fraudulent and then would this matter would become a criminal matter?
