Unfair Parking Charges - Entrapment

My husband dropped me at Totton Health Centre at exactly 14.00 on Tuesday 24th March for a job interview. I know this as there is a digital clock in the car and I was stressed. He then drove across the road and round the roundabout and into Lidl carpark to buy three bread rolls. He failed to see the parking metre which states that if you press the button you get one and a half hours free parking. He therefore received a ticket timed at 14.05. We think someone must have watched him get out of the car, go into the shop and then issued the ticket, as he can only have been parked for a maximum of two minutes before they ticketed him. This is a fine for £60, increasing to £100, which we do not have (he was made redundant in January). Do you think we should try to write, or will that just delay it and increase the fine to £100? What do you think? The ticket was issued by PPS and is headed 'Parking Charge Notice". Is it legally enforcable?
